Current capability and behaviours must first be assessed and areas where these were obstructing strategic change needed to be identified.

Using proven development techniques, a uniquely designed programme that addressed the distinctive clash of strategy and culture in the organisation was required.

People need to experience a behaviour in order to understand it and embed it, so the development had to give people experiences of the new behaviours.
